These meetups are community based and focused. The Beginner track is for someone with little to no experience with OpenStack. You can be just interested in expanding your DevOps horizons or someone that just wants to learn more about this cloud thing. 

In this meeting we will cover chapters 5 and 6 of the training guide (compute). You can grab a sneak peak at docs.openstack.org.
